David Zimmerman

David Zimmerman is the Strategic Partnership Officer at PPPL.  His primary responsibility is contracting with non-federal partners under programs such as INFUSE.  This work includes engagement, negotiation, and execution of agreements.  He has worked closely with the INFUSE program for the past four years.  Prior to joining PPPL, David has worked in various positions including patent attorney, entrepreneur, and research scientist.  He is deeply committed to utilizing public-private partnerships to further the development of fusion as an energy source.

John Rogers

Laboratory Engagement Consultant

John Rogers is an attorney and consultant for federal-lab engagements and technology transfer, helping companies navigate collaborations with national laboratories. Previously a CRADA Specialist at LANL and SRNL’s Senior Technology Transfer Specialist, he brings an insider’s understanding of the legal and operational frameworks governing Cooperative Research and Development Agreements, Strategic Partnership Projects, and other DOE contracting mechanisms. John has helped organizations across sectors—from fusion energy startups to advanced-materials manufacturers—to structure effective lab partnerships, anticipate and mitigate negotiation risks, and expedite time-to-agreement by clarifying regulatory, intellectual property, and data rights issues.

Drawing on his legal background and direct laboratory experience, John provides practical insight into how CRADAs can best serve the fusion energy innovation ecosystem. His focus is on offering advice to private partners and laboratory program managers for overcoming common structural and procedural hurdles, and how to leverage CRADAs and other collaboration frameworks as enablers of innovation, acceleration, and commercialization.
